Built on a Foundation of Care
Empowered Living SLS was founded with a simple yet powerful belief: every individual with a developmental disability deserves the opportunity to live a life they love. What began as a heartfelt commitment to serving others has grown into a dedicated organization providing high-quality supported living services throughout the Vacaville, California area. Our team brings together years of experience in developmental disabilities services, social work, and person-centered care, all driven by a shared passion for empowering others.

Holly Pagel
Founder & Executive Director
Holly Pagel has been active in the I/DD community for over 27 years, serving in various capacities from direct support to executive leadership. She holds a Bachelor of Science in Human Services Management and is passionate about the 5 Principles of Supported Living. Her connection to disability advocacy began in her late teens and has shaped her career dedication.
Amanda Pagel
Quality Assurance & Community Integration
Amanda has served people with disabilities across Solano, Napa, and Sonoma counties in direct support and Quality Assurance roles. She earned a Bachelor of Science in Computer Science and an MBA. She regularly participates in activities with those served, emphasizing community engagement for wellbeing.
Dawn McFadden
Program Manager
Starting as a Drug and Alcohol Counselor, Dawn has worked in the I/DD community since 2018. She serves as Program Manager, handling scheduling, employee onboarding, and operational details. Her background demonstrates strong empathy for those needing support, and she finds fulfillment in helping individuals achieve independence.
